NOTES FOR MINUTES
Compiled by L Starr

Approval of November minutes tabled till February meeting when Secretary will return.

Treasurer was not present for report which we will also need to update in February.

Association President, James Crawford, opened the meeting with some of his observations on diet and nutrition. He recommended two books on the subject.

James also announced that the lights on Main Street in Saint Charles will remain gas-fueled. This news was welcomed by those in attendance.

We had a very interesting speaker at the meeting. James had enlisted a professional videographer to talk with us about promoting South Main and other businesses in our ward. Al Dolan and his partner Joyce previously produced a series called "Great Success Stories" to promote communities/businesses. He said we should focus on the historic area and had a very good idea for promoting the Farmer's Market. He proposed showing the empty parking lot at Bishop's Landing & then superimposing a picture of a suitable market onto the empty lot. He envisioned a travelogue similar to Rick Steeves on PBS. There was some discussion about including the Casino & Lindenwood along with the Main Street shops so we have adequate financing to pay the $500/minute production cost. James had taken the initiative to talk to people at the local public access channel who seemed enthusiastic about the project. He reported that segments submitted should be just shy of 30-minutes or 1-hour.

The Vice-President reminded those in attendance that the 5th Street on-ramps for East-bound HWY. 70 will be will be closed in the evenings and that residents will need to detour to the South Outer road and go west to access the interstate from M0-9411 st Capital drive.

The neighbors from Pike Street who attended the November meeting returned. They reported that the situation had improved somewhat. The woman who had sustained substantial property damage from golf balls driven at her home was not able to attend. They intend to submit a formal complaint to the City Council and Lindenwood University. They brought a very well written draft of their grievances. It was noted that some of the offending students were attending school on hockey scholarships. The Cambrey's supplied the name of the person who administers the scholarship funding at Lindenwood and said she might be willing to help control the behavior of the LU students.

Tom Besselmann was delayed at another meeting but arrived in time to talk to the folks from Pike Street. He also reported that no action had been taken by the board on the $9.6-million TIF (Tax Increment Financing) funding for DESCO. However, he was sure that the council would over-ride the TIF Commission's recommendation to deny the funding. TIF funding is limited to blighted areas. The Secretary had reported earlier in the meeting that St. Peters residents were suing their city for declaring farm land blighted. Public funds could then be turned over to developers through a TIF.
